My pipes are frozen

I got up this morning and went to make coffee. No water. My pipes are frozen. At first I thought perhaps a water main had broken, but I called my neighbors, and they had water, so it is the pipes in my house that are frozen. It is still 23 degrees here, unheard of, this is Louisiana, it is not suppesed to go below freezing. How far south do I have to go?
